Procedure for getting CRZ Clearance

The Department of Environment & Climate Change is implementing the statutory provisions of the CRZ Notification, 2011. As per the CRZ Notification, 2011 / 2019, any development activities within CRZ area, should obtained prior CRZ Clearance from the Concerned Authority viz., MoEFCC, GoI / SEIAA / Local Planning Authorities (DTCP / CMDA) after being recommended by the concerned State Coastal Zone Management Authority, which was also clarified by the MoEFCC & CC, GoI, vide Office Memorandum No.1A3-12/1/2022-IA.III, dated 26.04.2022.

The proposal which are requesting CRZ Clearance under the CRZ Notification, 2011 should submit the following documents to the State Coastal Zone Management Authority (SCZMA) through the District Coastal Zone Management Authority (DCZMA) as per Para 4.2 of CRZ Notification, 2011, as follows.

  • a) Form-1 (Annexure-IV of the CRZ Notification, 2011)

  • b) Comprehensive EIA with cumulative studies for projects in the stretches classified as low and medium eroding by MoEF based on scientific studies and in consultation with the State Governments and Union territory Administration;

  • c) Disaster Management Report, Risk Assessment Report and Management Plan;

  • d) CRZ map indicating HTL and LTL demarcated by one of the authorized agency in 1:4000 scale;

  • e) The CRZ map normally covering 7km radius around the project site.

  • f) The CRZ map indicating the CRZ-I, II, III and IV areas including other notified ecologically sensitive areas;

  • g) Rapid EIA Report including marine and terrestrial component except for construction projects which are below 20,000 sq.mtr. builtup area.

After receipt of the above documents along with the recommendation of the concerned DCZMA, the proposal is being placed before the TNSCZMA and the recommended projects will be referred to MoEFCC, GoI / SEIAA / Local Planning Authorities (DTCP / CMDA), for issuing Clearance under the CRZ Notification, 2011.

Scrutiny fee for the proposal

In the G.O. Ms. No. 107, Environment, Climate Change and Forest Department dated 06.07.2024 the Government has issued orders for the levying of Scrutiny fee from those who are seeking Clearance under CRZ Notification at the rate of 0.1% of total cost and subsequently the following slab system was introduced for the collection of scrutiny fee from the project proponents as follows.

  • Below Rs. 5 crores

  • Rs.5 crores and above but below 25 crores

  • Rs.25 crores and above but below 50 crores

  • Rs.50 crores and above but below 100 crores

  • Rs.100 crores and above but below 500 crores

  • Rs.500 crores and above
